With reference to Your Excellency's letter No. 55

in 3590/1915 dated 14th December 1915 relative to the obtaining of information concerning the illicit smuggling of arms from

China, I have the honour to forward for your information the en- -closed copy of a report from the Naval Intelligence Officer at Shanghai, which I think deals fully with the various items in

Your Excellency's offer.

The Naval Intelligence Officer appears to have gone into the question very thoroughly with the Consul-General, and I would bring his suggestions to Your Excellency's notice for

due consideration.

I am inclined to the opinion that the funds at Captain Seigne's disposal for his ordinary work should be provided by the Admiralty, about which there is no difficulty, and of course the interests of Hongkong are as much part of this work as India or any other part of British or Allied territory. At the same time should Your Excellency desire to supplement the funds at Captain Seigne's disposal, in the methods suggested, with a view to Hong- Kong's special interest in the matter, such assistance would necessarily be of great value and encouragement to him.
